I visited twice in a weekend when I was in Phnom Penh in early 2013. All the league fixtures were played at the stadium then (not sure that's still the case) so I know I could turn up in the afternoon and a game would be on.
On the Saturday I missed the start of the double header but still managed to find a way into the main stand. However I realised anyway later you could get into the rest of the stadium free of charge without a ticket. On the Sunday I bought a ticket for the double header - more as a souvenir than anything - for the bargain price of 30p!
With a crowd of around a thousand or so in a 50,000 stadium there was plenty of room. It seemed to be more neutral fans than passionate club supporters with a few curious tourists thrown in as well. There was also the very bizarre sight of locals doing aerobics in the stands during the second half of the second game!
Walkable from the city centre/central market
Decent view but seating amounts to little more than concrete terracing!
More neutral observers than passionate support for domestic games but I imagine a full house for a Cambodia game would be something!
